This is a downsized version of the Statue of Liberty that resides in New York harbor. This one is roughly 6 ft. and placed on a dividing wall that is waist high.

I think it proclaims the right to life, liberty, and the pursuit of happiness. If happiness is an ice cream confection -- right on.

The original was a gift from France by the artist sculptor, G. Bartholi. The NY one was rennovated recently for it's 200 year anniversary. It is picture on the NY state quarter, postage stamps, and Tee-shirts. The Boy Scouts had some 6 - 8 foot ones in a number of states.
It is a world symbol of freedom.
