The plaza was designed to reflect the architecture of Mexico. The eagle was donated by the former Mayor of Mexico City, Oscar Espinoza Villarreal, in May 1997. The sponsor was the Chicago / Mexico City Sister City Committee.
"Escudo National Mexicano" means the Coat of Arms for Mexico. From wikipedia: "The coat of arms depicts a Mexican Golden Eagle perched on a prickly pear cactus devouring a snake. To the people of Tenochtitlan (the Aztec city upon which Mexico City was built) this would have strong religious connotations, but to the Europeans, it would come to symbolize the triumph of good over evil."
