In 1873, the Parliament of Canada established a police force of 150 recruits in order to deal with illegal whiskey trading in what is now the Province of Alberta. They were tasked with ensuring peace and order in the Old Northwest Territories which stretched from the western border of Manitoba to the Rocky Mountains. They eventually became known as the North West Mounted Police and were headquartered in Fort Pelly, Saskatchewan.

The NWMP moved their headquarters to Fort Walsh and, in 1882, to the fledgling town of Regina where the “Depot” Division was born. By 1885 their number exceeded 1000. In 1920, the NWMP was merged with the Dominion Police and renamed the Royal Canadian Mounted Police or RCMP, the name by which we know them today. At that time, their headquarters were moved to Ottawa but the “Depot” Division continued as a training facility and has to this day.

The stamp was issued in 2003 and was one of ten different international rate postage stamps promoting tourism. It shows the colorful “Sergeant Major's Parade” which takes place several times per week throughout the year. The RCMP Heritage Centre, located at the “Depot” Division has become a popular tourist attraction in Regina.

The building that can be seen on the stamp is known as the Chapel or Building 13. It started out as a mess hall in 1883 and was converted into a chapel in 1895. It is the oldest surviving structure in Regina.
