This building was originally a Customs and Excise and Stamp Office but was later used as an extension to the County Court building next door.

The original County Court building had been built back from the road to provide a turning circle for carriages arriving at the main entrance, whereas this building stands immediately next to the pavement.

As the city expanded the old court buildings became inadequate and they expanded and took over this building.

The building is now an English Heritage Grade II Listed Building and this web page. gives further details.

Because of its role as a Government building there is a United Kingdom coat of arms above the entrance together with a date of construction of 1899.
