The cemetery is on the east side of North Government Way on the western edge of Spokane, across the street from Greenwood Memorial Terrace Cemetery.

The memorial is a three section monument with Law Enforcement to the left and Firefighters to the right, and a centre section dedicated to all who gave their lives in the line of duty in Spokane County.

The Law Enforcement Officers Memorial consists of a pair of polished marble slabs mounted at an angle on a stone monument. The memorial contains the names, dates of death and the likenesses of 26 Officers who lost their lives while serving their community, including three members of the K9 Corps, Blitz, Magic and Blesk. The dates range from 1867 to 2003.

The memorial is across a road from the Rose Garden Columbarium and beside the bell tower holding the bell from All Saints Church, near the front entrance of the cemetery.
