Outside the Northwest Museum of Arts & Culture in Spokane are several sculptures, two of them by Tom Otterness.

This, the first one, is near the entrance to the main building of the museum, partly on the concrete railing and partly on the sidewalk below. Both works are just as cute as can be, depicting mythical creatures that exist solely in the mind of Tom Otterness.

This work consists of a creature holding up a contract and a pen, so that the other party may sign the contract. Meanwhile two other creatures, a type of fish, no doubt, push bags (of money?) along the sidewalk and a third, wearing a top hat, wields a hacksaw, trying to saw his way to freedom (or possibly the greener grass on the other side). A seriously cute sculpture, this one. Possibly it is intended to make a particular statement, but, if so, the statement eludes me.
