Honey Lake Rest Area is one of many rest areas managed by CALTRANS (California Department of Transportation). This rest area offers the typical ammenities including restrooms, picnic tables and a kiosk of local attractions. Surprisingly, there are no vending machines here. There are also no public telephones, something I've found at many other CALTRANS rest areas.
