This building was built as a result of a large 1923 city bond issue which included this building, Kiel Opera House, and Homer G. Phillips Hospital among others. This building included a fire training academy, vehicle maintenance facility and a power house for steam heating twelve city buildings in the area. The building was completed in 1928. The powerhouse was used until 1968 when it was shut down because the coal fired boilers could not be brought within clean air requirements. The powerhouse portion of the building have been sold and some work is being done to convert the space into other uses. The fire training academy had moved to another location. The city continues to use the garage portion of the building.
