This is one of the gates of the Ciragan Palace, located in Ciragan cadesi (street).

This palace was built between 1863 and 1867, in 1910 it was destroyed by a huge fire and it stayed as a ruin until 1987, when a Japanese corporation bought it and fully renovated under the condition of being allowed to explore it as a luxury hotel.
This gate is one of the several providing access to the grounds of the palace, although I believe it's not usually used. Nearby, there is a commercial sign with the name Çiragan Sarayi (Ciragan Palace).
