The memorial consists of large concrete disk with a silver colored Scouts emblem in the center and the words "In Honor of C.G. "Chet" Whittaker, Patriot" around the edges of the disk. The disk is surrounded by three flagpoles bearing the United States flag, the Florida State flag, and the Boy Scouts of America flag.
C.G. Whittaker was awarded the Silver Antelope Award in 1980. According to Wikipedia: "The Silver Antelope Award is the regional-level distinguished service award of the Boy Scouts of America and recognizes outstanding service to young people within one of the four regions of the BSA. The award is made by the National Court of Honor and the recipient must be a registered adult member of the Boy Scouts of America."
In addition to being an adult member of the Boys Scouts, C.G. Whittaker was a prominent business and civic leader in Jacksonville who was involved with the "city-county consolidation of the governments of the City of Jacksonville and Duval County, Florida" in the late 1960s. --Source
