I was initially unable to identify what type of machine this was, but I contacted the museum and got the answer: a hay tedder. During the process of haymaking, the tedder is used to fluff up the hay during the drying process to allow it to dry faster. The rotation of the wheels powers the tines such that they pick up the hay and disperse it.
