There used to be a statue of Tzar Peter the Great, but it was taken down by the Latvian people. This new statue remains in it's place. On the top it the Latvian Lady Liberty and on the bottom is Latvian language. Lady Liberty can be seen holding up the three stars that guided the Latvian independence in 1991 from the Soviet Union.
