The Reform League was established in 1865 with a goal of expanding the voting rights. After numerous meetings and demonstrations, which led to resignation of Home Secretary, the Reform Act of 1867 has passed, granting working class men the right to vote for the first time.
The mosaic was created in 1999 by Harry Gray. Around the marble and slate mosaic there is a stone ring with the following text:
THIS MOSAIC HAS BEEN DESIGNED TO COMMEMORATE 'REFORMERS TREE', A VENERABLE TREE, WHICH WAS BURNT DOWN DURING THE REFORM LEAGUE RIOTS IN 1866. THE REMAINING STUMP BECAME A NOTICE BOARD FOR POLITICAL DEMONSTRATION AND GATHERING POINT FOR REFORM LEAGUE MEETINGS. A NEW OAK TREE WAS PLANTED NEARBY BY PRIME MINISTER, JAMES CALLAGHAN ON 7 NOVEMBER 1977 ON THE SPOT WHERE REFORMERS TREE WAS THOUGHT TO HAVE STOOD.
