Capitol Park on the east side of the State Capitol Building and just south of the southern entrance to the Civil War Memorial Grove is a small fir tree with a cement monument and oxidized bronze plaque near its base that reads:

I did some online research on Jean Kellogg and found very little info but I did find a couple of online sources mentioning her. The LodiNews Sentinel in Feb 8, 1937, mentions her being the only remaining member of the Sumner Woman's Relief Corps, Post No. 11. It also mentions her husband, W. D. Kellogg, as being the son of a Union veteran from the Civil War. Another online pamphlet originally published in 1922 mentions Jean Kellogg as one of the members of the Woman Suffrage Party that were campaigning vigorously for Voters Rights for all women in California. The booklet notes that in 1911, a vote was undertaken in counties across the state for the right for women to vote and Mrs. Kellogg was one of the key members of the Suffrage Party administrating equality and fairness at the polls.
Given the age of the articles as well as the age of the monument bearing her name, I can assume that the fir tree this monument sits next to is NOT the original tree that was planted in her honor. The tree is too small and young. I can only surmise that the original tree probably died and another tree was planted in its place. In any case, this dedicated tree monument is one of many within Capitol Park and one of the oldest to be found (I'm guessing at least 65-70 years old).
It should be noted that the Grand Army of the Republic (GAR) was a fraternal organization composed of veterans of the Union Army, US Navy, Marines and Revenue Cutter Service who served in the American Civil War. The organization dissolved in 1956 when its last member died.
