The Purcell City Hall building is a one and two-story tan brick building, which was WPA Project No. 399, according to the cornerstone. The building has a projected entrance bay at the front, with doors on either side. A stone belt course runs around the building beneath the windows, which are fixed pane throughout. The building is two-story at the rear. Above the entrance, a second stone belt course has a Greek Key design engraved. There is a heavy stone coping at the roof line, raised above the front and side entrances. A stone panel above each entrance is engraved CITY HALL.
The cornerstone reads:
