The Charleston, SC., municipal flag is a blue flag with a white border. The City Seal is in the middle. The seal itself rests upon two sheaves of rice. Flanking the seal is the old city wall. A scroll, pen , and lamp are atop the seal representing the city's many colleges. The Word "CAROLOPOLIS" or Charles City is in the middle of the seal. A nymph with a welcoming wreath sits upon a rock with the harbor full of sailing ships in the background. The City motto appears along the top of the seal: "Aedes mores juraque curat" - She guards her laws. Below the City Name is "Condita A.D. 1670" - Founded A.D. 1670. Along the bottom is Civitatis Regimine Donata A.D. 1783 - State Government began A.D. 1783.
