The marker reads:

ARTHUR G. PENMAN
PIONEER DEVELOPER OF THE BEACHES

Arthur Penman, a genial and generous Canadian, came to Florida in the 1920's and became the very first Developer of the Beaches. He purchased large tracts of land, became an American Citizen and developed countless subdivisions, including Pine Grove, Oak Ridge Park and Neptune Forest.

A caring and responsible Civic Leader and conservationist, Arthur devoted a lifetime of faithful service to the Beaches Communities he built and loved, ever having their welfare and progress at heart.

With wisdom, determination and ceaseless effort, Arthur continually worked to create projects which advanced the entire Beaches Area.

Arthur and his wife Rive Reine had three lovely daughters: Marjorie, Marguerite and Elizabeth (Betty)
