The Pacific Southwest Railway Museum offers regularly scheduled scenic excursions with schedules that vary according to season. They also operate special excursions with holiday themes at appropriate times of the year. From the Museum Association web site:

Golden State is a 12 mile round trip train trip from Campo through the back country mountains of San Diego County to the International Border Tunnel at Division, which lasts about 1 to 1½ hours. Train tickets include admission to our Railway Museum grounds and Display Building at Campo. Tickets available at the Campo Depot. Check the Calendar for specific dates for this event.
