This petrified wood is located in an outdoor garden at the University of Oregon Campus.
A plaque near the rock reads:

Petrified Wood
This piece of petrified wood was found near the
mouth of Moffet Creek when the Columbia River
Highway was widened in 1950. The wood turned
to stone as the fiber of the original tree, which lived
during the early Miocene age (26 million years ago),
was gradually replaced over time by the mineral
silicon dioxide.
