The sign is in Portuguese and English. The English portion reads:
"Cerca Moura
The Cerca Moura (or Cerca Velha), originally built by the Visigoths, was destroyed by the Moors when Ordonho III took over Lisboa in 953. Rebuilt by these, it was in 1147 a precious ally in dissuading Afonso Henrigues's first attempt to take over the city. In the rebuilding by the Moors, materials of Roman origin, such a carved stone pieces, remains of coloumns and tombstones, were incorporated."
