The fountain is located at the Place Saint-Etienne in Strasbourg. It carries a bronze statue of a boy trying to attract and catch birds. It is called "Der Meiselocker" (Engl. The Tits Charmer, Fr. le charmeur de mésanges)

The statue is attributed to the Alsatian sculptor Ernst Weber.
It was created in 1910, and set up in Strasbourg in 1929.
The pedestal of the statue carries an inscription in Alsatian dialect which reads:
« JUHE! IHR BUEWE D'R MORJE-N-ISCH SCHEEN.
DUEN M'R DENN HIT NITT UFF'S MEISELOCKE GEHN?
DRÜSSE-N-IM RHINWÄLDEL
ODER IM LERCHEFELDEL
GIBT'S ZISELE, BLÖJELE, BRANDLE GENUE.
WER NIE KENN MEISE LOCKT, ISCH AU KENN BUE. »
This could be freely translated thus:
"Hey, you boys, the morning is nice
shouldn't we go tit-charming today?
out in the Rhine forest
or in the Lark field
there are plenty of birds.
If you have never charmed a tit,
you are not a real boy"
