While very few people would think of this piece of apparatus as a fire engine, that is truly what it was for small communities that couldn't afford the much more expensive vehicular fire trucks. Essentially just a very large version of today's portable fire extinguishers with a lot longer hose, they were an improvement over the simple bucket brigade. They could be moved wuickly to a nearby fire and initiate suppression efforts while a larger, possibly human-powered, pumping apparatus could be brought to the site and rigged for action.
