Except for the name of the this artwork, I would never has suspected it was intended as a bicycle rack. First of all it's located on the second floor of a shopping mall walkway! It doesn't offer any special bicycle lock-up facilities other than a sturdy steel bar anchored in concrete.

A plaque near the base says this this a creation of Merrill Denney. Merrill has won several awards for his decorative bike racks in Oregon.
