In the early 1930s, the Franklin D. Roosevelt administration, through the Federal Housing Administration (FHA) and Civil Works Administration (CWA), sponsored a program designed to relieve unemployment and "unlock" sources of credit by identifying older houses and modernizing them through a loan program. Originally a cottage built circa 1860, this house was moved onto the Court Street side of the Marion County Court House lawn during the modernization and demonstration, providing a prominent place for citizens to observe the project. Work was completed in 1934-35 and the house relocated to it's current address. The house was listed on the National Register of Historic Places in 1988. The historic nomination form describes in greater detail the work done to convert the house. The house is considered historic because it is the sole FHA/CWA demonstration house in Salem.

Redesigned by the Marion County Housing Committee as a Colonial / Cape Cod, it is a one and one-half story structure with a full basement. For many years, the building has housed an interior design store and now includes two studio rooms that were added to the back of the house as part of the shop.
