I noticed this cairn while I was in Niagara Falls this summer, it is located along Portage road next to a small parking area. There are 2 plaques on the cairn, on the older one it is written:

Site of N.F.Pavilion Hotel
Built 1821. Burned Feb 19th,1839
Rebuilt around 1840

On the newer plaque it is written:
This commemorative cairn,
originally located at
the intersection of
Portage road and Buchanan avenue
was moved to this site
through the generosity of the
Menechella Family
and with the co-operation of
the City of Niagara falls and
the Niagara Parks Commission.
