This pair of millstones mark the beginning of a road which is accessed from the main IC1 - which actually is one of the main roads (not motorways) in Portugal, connecting Lisbon with the south of the country.
At first sight it might look as a private access, considering the decoration provided by these two millstones, but it's actually a public road.
