The photo cutout is located in front of the old Marmot Bay Trading Co., which was a supply store during the historic mining days -- it's now a gift shop.
The cutout depicts a Mountie (or Royal Canadian Mounted Police) in his/her famous distinctive red dress uniform that consists of a high-collared red tunic with dark blue shoulder epaulets, dark blue/black breeches with a yellow leg stripe, a belt with a sidearm lanyard, and dark riding boots.
