A mountain ash tree was planted at the south west corner of Hartford City Hall. A plaque on a rectangular granite slab under the tree identifies it as the Freedom Tree and dedicates it to POW/MIA's of Connecticut and all prisoners of war and missing in action. A Vietnam era monument has a bronze plaque attached to a rectangular granite slab. It is inscribed:

WITH THE VISION OF UNIVERSAL FREEDOM
FOR ALL MANKIND
THIS TREE IS DEDICATED TO
THE POW/MIA'S OF CONNECTICUT
AND ALL
PRISONERS OF WAR
