UPDATE: 25 July, 2015
Two years ago when I visited Norrköping, this bicycle was red. I noticed that it was blue in 2015, so I took some new photos.
This red bicycle is located near a bike path along Finspångsvägen. It is near a bend in the road at the NW corner of Folkparken.

The bicycle sculpture can be seen in Google Street View.
