Thanks to waymarker baumgar we now know that this is a Soviet-made BMP-1 tank and not a Sheridan M551A1 fitted with an appearance kit so that it resembles equipment of the Warsaw Pact as I first surmised. This type of Warsaw Pact equipment is used so that the 'Opposing Forces' look like the real thing that might be encountered in battle. This is done to make the training more realistic.

Accessible 24/7, just don't climb on the equipment.
