There are very few diplomatic missions in San Diego, and this one is in an unusual location within the city. It's not downtown or near the port or airport, or in a neighborhood that's notable for large numbers of Swedish residents, Swedish restaurants, etc., but in a suburban office-and-light-industry district.
The consulate provides the usual consular services, and also provides occasional off-site services to Swedish citizens during visits to the Church of Sweden in the San Pedro community of Los Angeles. (There is apparently no permanent Swedish consulate in Los Angeles; San Diego is the nearest one.)
