This semi-obelisk has distinct marks along its height marking the high water levels of the 1996, 1862, 1979, 1897, and 1997 floods on the Red River. The 1997 flood did such major damage to the cities on each bank of the river that it caused a change in approach to development in the immediate flood plain. Much of that area is now an extensive greenbelt on both sides of the river.
