Memorial Hall in Windsor Locks, CT is a 45' by 50' three level quarry-cut gray granite building featuring a round tower on the north side and arched entrance in the center. It was designed by Frederick S. Newman in the Romanesque style and dedicated, on June 10, 1891, to the men from Windsor Locks who died while serving with the Union forces during the Civil War.

Stone steps lead up to and through the archway in front of the entrance. Above the arch is inscribed in gold block lettering:

To the left of the entrance is a polished granite plaque which is inscribed in gold letters:

J.H. Converse Post of the G. A. R. was established in 1884 and named in honor of Major Joseph H. Converse, who was killed in action at Cold Harbor, Virginia, on June 4, 1864. Charles E. Chaffee was a local mill owner who financed the construction of the building.
