The bust is on a pedestal in the middle of a park by the waterfront of Stockton. The bust has on a jacket with shirt underneath. On his head is a scarf like piece that covers the head.

The plaque reads: "In commemoration of the bicentennial of the Mexican Independence and the Centennial of the Mexican revolution, the government of Mexico, through the consulate general of Mexico in Sacramento and with invaluable support of Comercientes Unidos Association, donates to the city of Stockton California, the bust of Jose Maria Morelos Y Pavon, "servant of the nation" and independence leader.

A native of Valladolid, Michoacan, Mexico. Priest, politician and Mexican military, leader of the Independence of Mexico. He assumed leadership of the Independence movement in 1811 after the death of Miguel Hidalgo, achieving important victories in the South of Mexico. He also sought shape his political ideals of justice and equally through the congress of Chilpancingo, where he presented a document known as Sentiments of the Nation, considered one of Mexico's most important political texts. He was captured in Temalalca, Puebla by Spanish military leader Manuel de la Concha, Morelos was tried and eventually executed on December 22, 1815. His hometown Valladolid was renamed Morelia in honor of his services in 1828."
