This seed drill is used to automatically plant two rows of crop at the same time. From the spacing it appears that this drill was probably used to plant corn. The seed reservoir cans are missing and the seed metering wheels are visible. The metering wheels would cause seeds to dropped at the proper intervals into the feed tubes which would convey the seeds into a freshly opened furrow in the soil. There would usually be some form of drag pulled behind the drill to close up the furrow and smooth out the surface.
