This one and two-story building was constructed in 1938-39 as a WPA project. It faces west and is addressed as 902 N. Wentz. The building is constructed of multi-toned light colored brick, with portions of the ground level native stone. Above one of the entrances, metal lettering reads: FOGARTY JUNIOR HIGH. It is currently an elementary school.
The entrances have double aluminum and glass doors with wide sidelights and transom. The main entrance has a two-story section, flanked by one-story classrooms. A belt course between the two levels is constructed using a row of standing white brick. Several areas of varied brick laying patterns adds to the attractiveness of the building.
As the streets in Guthrie are often hilly, one entrance to the building has a four-step staircase from the street to the property, and then another four-step staircase to the entrance. The windows throughout are three-over-one hung windows set primarily in pairs.
A bronze WPA shield is mounted on the wall by an entrance, above the cornerstone. The shield reads: USA / 1939 / WPA / Oklahoma. The cornerstone is engraved:
