This stone arch is two arches in one: the wide arch to accomodate the crowds entering the Bavarian Village and the smaller, unused arch partially blocked by shrubbery and closed off by a barred gate. The bell in the top portion of the arch and the stork nesting on top of the arch would be typical of such villages in Bavaria.
