Proposal Rock is an isolated sea stack on the beach at Neskowin. The sea stack is made of a volcanic breccia which is cut by dikes and sills. It is an outlier of the same volcanic materials which make up Cascade Head to the south. A couple of small sea caves have been cut into the base of the sea stack and one formed this arch when it was cut through the edge of the sea stack.
