The clock is sponsored by Guinness and was installed for the millennium. Above the clock face are the words "Guinness Time". Beneath the face are some characters and beneath that the words "Millennium Time". The characters include a man, wearing dungarees, reaching up to the clock. Top right is a toucan with two glasses of Guinness resting on its bill. Bottom left is a sea-lion and bottom right is an ostrich with a glass stuck in its throat.
The clock face is a simple round face in a round housing. There is a red line around the case with the rest of the case being black. The face is white with minute marks, hour marks and hands being black. The hour marks are Roman numerals.
