Park at the nearby building supply store then walk along the sidewalk. Start across the cross-walk, stop on the center triangle and then look up.

The object is a workman's hard-hat, it hangs from the electrical wires. It is located at the entrance to the Hydro works yard. It can be observed safely from the from the sidewalk.
