"La structure imposante de pierres qui abrite l’Institut canadien-français d'Ottawa a été construite au coût de 20 000 $ en 1876. L’Institut avait pour fonction de promouvoir les lettres, les arts et les sciences chez les Canadiens français. L’Institut payait les frais de scolarité des jeunes collégiens du Collège de Bytown (devenu aujourd’hui l’Université d’Ottawa) et a fondé le premier journal de langue française à Ottawa, le Progrès.
L’Institut a été fondé en 1852 par Joseph-Balsora Turgeon, qui était d’abord fabricant de voitures avant de devenir politicien. J.B. Turgeon fut le premier maire de langue française de Bytown. Il était le grand défenseur des droits francophones et a toujours milité en faveur des droits des écoles de langue française. Il appuyait le mouvement pour la sobriété et en 1852, il a proposé une résolution pour la fermeture de six tavernes à Bytown – une ville qui en comptait déjà 70!"

"The Institut canadien-français d'Ottawa built this imposing stone structure for $20,000 in 1876. The institute was founded to encourage the development of literature, arts and science among local French Canadians. It paid the tuition of young men at the College of Bytown (now the University of Ottawa) and founded Ottawa's first French-language newspaper, le Progrès.
The institute was founded in 1852 by Joseph-Balsora Turgeon, a carriage maker turned politician. In fact, J.B. Turgeon was Bytown's first francophone mayor. He was also a champion of francophone rights and fought for students' rights to be educated in French. Also a supporter of the Temperance Movement, Turgeon proposed a motion in 1852 that six taverns were enough for Bytown – a town that already had 70!"
