This is a Monument to the tens of thousands of civilians who were killed, disappeared or otherwise afflicted by the Salvadoran Civil War 1979-1992.

A small plaque on a somewhat twisted obelisk in Parque Cuscatlan reads:
"AQUI SE CONSTRUIRA
EL MONMUMENTO
EN MEMORIA A LAS VICTIMAS
CIVILES DE LAS VIOLACIONES
DE LOS DERECHOS HUMANO
S.S. ENERO 1998"
which means:
"HERE IS BUILT
THE MEMORIAL MONUMENT
TO THE CIVILIAN VICTIMS
OF HUMAN RIGHTS VIOLATIONS
S. S. JANUARY 1998"
There is no doubt that this is in reference to the awful Civil War in El Salvador from 1979 to 1992 in which civilians were often deliberately targeted. 70,000 to 80,000 people were killed. 8,000 disappeared and over 1 Million in a country of fewer than 6 million were displaced.
