"Alexander I of Russia (Russian: Александр I Павлович, Aleksandr I Pavlovich) (23 December [O.S. 12 December] 1777 – 1 December [O.S. 19 November] 1825), also known as Alexander the Blessed (Russian: Александр Благословенный, Aleksandr Blagoslovennyi), served as Emperor of Russia from 23 March 1801 to 1 December 1825 and the first Russian King of Poland from 1815 to 1825. He was also the first Russian Grand Duke of Finland and Lithuania." (Wikipedia: (visit link) )

The plaque was a gift of the Russian Federation to Basel and inaugurated on September 26, 2012 by the Russian ambassador and the mayor of Basel. It was created by the Russian artist Vladimir Surowzew.

The text on the plaque:

"Zum Andenken and das Treffen des Zaren Russlands Alexander I. mit dem schweizerischen Pädagogen und Humanisten Johann Heinrich Pestalozzi während der Stationierung des Hauptquartiers der Russischen Armee in Basel in den Jahren 1813 und 1814."

In English:

"In memory of the meeting of the Tsar Alexander I of Russia with the Swiss pedagogue and humanist Johann Heinrich Pestalozzi during the deployment of the headquarters of the Russian Army in Basel in 1813 and 1814."
