This three-story blonde brick building was constructed in 1925 as the Masonic Lodge 170. In the early 1940s, the building was purchased by a local glass manufacturing company and became known as the Collins Building. In the early 1990s, Creek County purchased the building and it is currently used for county offices. The County spent $400,000 renovating the building office space, and another $130,000 refurbishing the 3rd floor Masonic ballroom.

This is a Classical Revival style of architecture, with a hipped roof. There is a tall stone foundation with a full-height entry porch consisting of a five-step concrete stairway leading to a single metal and glass entry door with sidelights and transom. Four large stone Doric columns support a peaked pediment. The porch is flanked by two bays. There are four windows on each floor, separated by stone Doric pilasters. All windows were replaced and are now metal framed, 20-lite fixed windows with "illusion muntins" separating the 2nd and 3rd floors windows, and stone balustrades beneath the 2nd floor windows. A tall two-story 20-lite arched window on the east side spans the second and third floors.

At the roof line, a stone and brick baluster shields the clay tile, hipped roof. This building is Item 57 on the District nomination.
