This column is part of a fountain. The column itself is mounted on a short stone block and rises about 30 feet. Near the top the column is designed to seem as if it were a flower with a blue light in the center. Given that the column is next to the city's Police Headquarters, it probably serves as a Memorial...but there is no plaque indicating that at the site. The column is attached to a low fountain about 25 feet away...linked by a very narrow stone channel about 10 inches high.
