This small city of about 35,000 is well-known for having a large LGBT community.... and in fact an internet search for the West Hollywood flag will result in many photos of the Rainbow flag. But, the Municipal flag is actually an outline of the City's borders using white dots on a light blue field. The words:
"WEST HOLLYWOOD
CALIFORNIA 1984"

are set below.
Strangely, the flag is not prominently displayed on the City's website... but this page (visit link) shows a tiny image of it>

Wikipedia has this image (visit link) of the City seal...which has the same dot map outline...but here the dots are of varied colors.

The flag in the Waymark photo is displayed atop the City Hall along with the US and State flags.
