This plague is located on the wall of Casa de la Guerra adobe building across from Santa Barbara's City Hall.
The plaque has a relief portrait of Borein and reads:

HERE ED BOREIN WORKED ON SOME OF HIS
FINEST ETCHINGS AND PAINTINGS OF THE WEST.

AND COWBOYS, AND TO JUST PLAIN FOLKS - ALL
WERE WELCOME AND EACH LEFT WITH A CHUCKLE.
