This time capsule is located on the grounds of the Kenwick Public Library, in the suburb of Kenwick, in the eastern outskirts of the City of Perth. It consists of a ~1m high local rock, under which is buried the capsule. The plaque on the rock states that a local gentleman and long time resident, Mr Arthur Parker, created the capsule as a message to the future residents of Kenwick. I could find no additional information about Mr Packer, possibly he was involved with the local cricket club. He seems to have lived and died, before the internet era.

Mr Arthur H. Packer
Who has been living in Kenwick since 4th July 1906
placed beneath this stone a capsule on behalf of
local residents and dedicated to future residents
of Kenwick on the 15th November 1986.
To be opened on the 15th day of November in the
year 2086.
