It's a tablet, not a bolt, it's nearer E.S.E. than South of the tank and it's nearer 3 feet from the tank than 6 feet, but otherwise the description is spot-on. I'm including coordinates of a starting point/parking place to make the climb as short as possible.
The starting point is at the steel gate in one of the pix. It's at about 12th Avenue and 5th Street.
