the following is taken from the Hamiltno Spectator newspaper, Fri March 09 2012 (http://www.thespec.com/news/local/article/684180--art-you-can-sit-on-coming-to-king-william-street)
Steven Twigg, tentacle spectacle
Twigg, 20, a Hamilton student in Sheridan College’s illustration program and a freelance illustrator, went totally “out of the box” with his distinctive design of purple tentacles holding up a bench.
It is reflective of Hamilton’s future, he says. “Hamilton does way too much looking back and not enough looking forward.”
So the “future” design is unrelated to what has happened on the street. It’s about what’s going to happen.
“Like the tentacles are doing with the bench, artists are going to both grab hold of and support King William Street within the next decade,” he says.
“I figure the art walk should be artistic.” The tentacles supporting the bench are also grabbing hold of it in the way that art is grabbing hold of King William.
“I wanted it to be different and eye-catching.”
Twigg, who says he has been into art or drawing pretty much his whole life, is a graduate of Barton secondary school. This is his first public art piece.

Notice how the final piece (in image gallery) differs from the concept drawing shown in the proposal. I personally prefer the concept and can only assume it came down to cost.
This bench is located directly across from the Hamilton Central Police Station. I find some irony in that, do you?
